As some members of Congress look to set up a bill that would
allow Puerto Rico’s residents to vote on the island’s status, Errol
Louis discussed the future of the U.S. territory with Christina
Ponsa-Kraus, who is a constitutional scholar and historian at
Columbia Law School. She explained the history of Puerto Rico,
including how the U.S. constitution and Supreme Court decisions
from the early 1900s play a role in the island’s current status.
And she discussed the debate over making Puerto Rico another state
versus granting the island complete independence.
